Hmm, its a tough question.

For Actors, Paul Newman, Robert De Niro, Jack Nicholson, Marlon Brando, and Anthony Hopkins, Gregory Peck would have to be up there pretty high. Although he might not be the best actor, Sean Connery is pretty awesome too.

For actresses, Katharine Hepburn is the all time top, I think.
